Position Summary: Odyssey Systems is currently seeking an experienced WHPE Senior Product Manager to support the United States Army Medical Materiel Development Activity (USAMMDA), a subordinate command under United States Army Medical Research and Development Command (USAMRDC) in Frederick, MD - based scientific and medical logistics program.
This support will be within the Warfighter Health, Performance, and Evacuation (WHPE) Product Management Organization (PMO).
USAMMDA is responsible for developing medical products such as drugs, vaccines, devices, and medical support equipment.
USAMMDA preserves and protects the lives of warfighters by developing medical products to ensure readiness and the highest quality of medical care for DoD personnel.
As the Senior Product Manager, you will be responsible for managing Project execution, including maintaining the Integrated Master Schedule (IMS), Project Plans, and Quality Management Plan (QMP) and managing overall project execution and delivery activities, ensuring the required outcomes concerning schedules, milestones, and deliverables are met.
Manage and oversee all contract personnel and subcontractors' actions to satisfy all program requirements.
***Contingent upon contract award*** Responsibilities: Duties include, but not limited to: Program and Project Management Support Provide Program/Project Management Support to USAMMDA within the realm of the DoD’s acquisition process.
The Contractor shall apply pertinent laws, regulations, policies, procedures, and work processes to requirements involving the major issues and goals and objectives for product development.
Support the organization in the day-to-day medical product development activities according to U.
S.
Army, USAMRDC, USAMMDA, and DoD acquisition policies and regulations.
The Contractor shall participate in Integrated Product Team (IPT), Working Group, Product Lifecycle Review Committee (PLRC), and Investigator meetings; as well as other meetings that are part of the acquisition process including, but not limited to, In Process Reviews and Milestone Reviews.
Organize and prepare for meetings, schedule teleconferences, create and distribute agendas, create meeting minutes to include draft/final minutes, and deliver assessments in the form of information products including packages and briefings to the organization.
The Contractor shall coordinate and conduct site visits (e.
g.
clinical, vendors, testing facilities, manufacturing facilities).
The Contractor shall coordinate the conduct of developmental testing as well as support and coordinate operational assessment and testing, to include delivery of test items such as test articles and manuals.
Prepare and maintain project management integrated master schedules, Gantt charts, and action item lists for assigned programs, based on input from the organization, outside consultants, and key USAMRDC staff according to project management best practices and DoD guidelines to monitor program progress.
The Contractor shall edit and maintain technical, budget, programmatic, administrative, and acquisition milestone documentation, to include program briefings IAW applicable DoD 5000 series regulations to ensure successful decision reviews, such as Business Case Analysis (BCA), Strategy Plans, Integrated Program Summary, Life Cycle Cost Estimates (LCCEs), Test and Evaluation Master Plans (TEMPs), and operating and maintenance instructions.
In development of these documents the Contractor shall consider elements such as reliability, maintainability, availability, and cybersecurity (Risk Management Framework).
Communicate and coordinate with internal and external stakeholders to meet program objectives and shall document their coordination; including the achievement of concurrence and/or non-concurrence with comment as directed by USAMMDA.
The Contractor shall assist in coordinating any needed support agreements with extramural customers, DoD stakeholders, or commercial entities.
The Contractor shall populate and maintain tracking of action items/taskers for specified product development programs according to DoD, Army, USAMRDC, and USAMMDA policies and procedures.
The Contractor shall monitor, coordinate, and report responses to external requests and tasks for information, ensuring responses are timely and accurate Established industry best practices to determine the effectiveness of current operational activities and to determine problem areas and develop solutions.
The Contractor shall employ effective risk management practices in support of the program acquisition strategy.
The Contractor shall support management of the progress of projects/products and provide recommendations on acquisition strategies, maturity and risk of technologies, assess capability gaps for the focus areas for further development and/or investment.
The Contractor shall use the USAMRDC electronic document management system (EDMS)/LiveLinksystems.
The Contractor shall manage the electronic filing, maintenance, and recovery of all program documentation on existing electronic records management systems.
The Contractor shall copy files from network servers to their corresponding location within Opentext Livelink and/or MS Sharepoint.
Provide support for all testing as well as all FDA and non-FDA regulated events.
The Contractor shall monitor the progress of clinical projects and provide recommendations on impact to acquisition strategies, maturity and risk of technologies, ability to address capability gaps for the focus areas for further development and/or investment.
The Contractor shall support the clinical projects to ensure the Grants Officer Representative and/or COR has auditable clinical tracking and status reports and meets acquisition regulatory requirements.
Conduct market research, support analyses, review existing tech base programs, and recommend acquisition strategies to strengthen and engage medical requirements and/or medical capabilities in support of force health protection and provide information packages based on the results of these analyses.
The Contractor shall participate in task forces and surveys, studies, and other investigations of areas of management operations to determine adequacy of medical equipment.
The Contractor shall support the management and execution of product evaluations and responses for the New Products and Ideas submissions.
Personnel performing in this task area shall have the ability to apply interpersonal skills and knowledge of the DoD 5000 to products being supported.
Personnel performing in this task area shall have the capability to utilize MS Office, to include MS Outlook, MS Project, MS PowerPoint, MS Excel, and MS Word, at an intermediate level.
In addition, personnel performing in this task area shall have the capability of developing and updating schedules, as well as assist in the development of LCCEs.
Provide the capability of integrating the DoD acquisition processes with the FDA regulatory processes and the Environmental Protection Agency (EPA) process.
It is desired that the Contractor provide the capability to apply DoD acquisition integration to specific developmental technologies including, vaccine technology and drug treatment therapies for infectious diseases of military relevance; and/or regenerative medicine; and/or blood and blood products and other combat casualty care products or devices; and/or post traumatic stress disorder and traumatic brain injury; and/or medical support system and evacuation products and/or systems; and/or clinical and regulatory support.
Information Technology Product Management Software Support Support the PdM in all phases of the software product life cycle for desktop and mobile applications pertaining to Warfighter Health, Optimization, Performance and Readiness Tools.
The Contractor shall utilize a working knowledge of Android, iOS, and MS Windows 10 Operating Systems (OS) along with knowledge of smart phone, tablet, and desktop platforms in order to support the PdM with the following tasks.
Assist in the recording, tracking, and reporting of Configuration Items (CIs).
The Contractor shall support coordinating Engineering Change Proposal Requests, conducting Configuration Control Boards, and maintaining Baseline Versions.
Support the PdM with on-going product developmental efforts.
The Contractor shall provide technical SME support during test events and resolution of software deficiencies in order to achieve Government acceptance of delivered products.
The Contractor shall support analyzing product requirements, building and developmental testing, and coordinating software qualification testing.
Support the PdM with on-going product integration efforts.
The Contractor shall provide SME support during test events and resolution of software deficiencies in order to achieve Government acceptance of delivered products.
The Contractor shall support defining target integration platforms, integrating/migrating of the product onto varying target platforms, and coordinating independent verification and validation for the product.
Ensure security requirements are addressed in software design and development.
The Contractor shall conduct security scans, document vulnerabilities, correct vulnerabilities, and document the resolution or mitigation of vulnerabilities.
The Contractor shall support the Government’s effort to accomplish software accreditation by assessing the validity of vulnerabilities identified during formal Government accreditation testing, recommending corrective actions to resolve or mitigate vulnerabilities, and estimating the level of effort and time required to resolve valid vulnerabilities.
The Contractor shall support evaluating cyber security and vulnerability assessment scans using Defense Information Systems Agency (DISA) ACAS software, developing risk management framework, and acquiring an Authority to Operate (ATO).
Support the Government with on-going Operational Testing (OT).
OT events shall include a comprehensive evaluation to ensure the system meets all specifications and operational requirements as defined in the current Test and Evaluation Strategy (TES).
The Contractor shall support coordinating test articles and assets (ie.
Laptops, Tablets, Phones, Soldiers, Tents, Vehicles, Radios), creating a test plan to include test scenarios and Master Scenario Event List (MSEL), and creating a test report.
Manage production, installation, and logistics support efforts to support delivery of software applications.
The Contractor shall support developing a marketing and fielding plan, launching the product to various app stores, and marketing and socializing the product to increase the user base.
Provide upgrade support of the software for fielded products.
The Contractor shall manage software upgrades IAW the most recent product baseline established and approved by the Government.
Additionally, the Contractor shall acquire feedback and fixes, plan update cycles, and coordinate software updates along with ATO re‐certification.
