Loudoun County’s Fire and Rescue Department is currently seeking a System Applications Manager to support its Public Safety Technology group.
Loudoun County Fire and Rescue is a combination career/volunteer organization comprised of over 750 employees and 800+ active operational and administrative volunteers.
The Department is a growing organization that serves a large and diverse population located 30 miles northwest of Washington, DC.
We provide a full range of emergency and non-emergency services to 380,000 citizens within a 520 square mile area.

Job Summary The Applications Manager coordinates and manages activities related to the design, configuration and implementation of significant, complex applications within the County’s Public Safety Technology System and ensure that applications are developed in accordance with established contracts.
Facilitates the maintenance, supports, and upgrade of applications; coordinates and communicates software upgrades, enhancements and changes with vendors, consultants, and internal/external customers.
The Applications Manager will oversee integration between various systems, in conjunction with the Department of Information Technology (DIT) and outside vendors.
Collaborate in the testing of software programs and applications; communicate with network and server administrators, vendors, end-users, and software developers to ensure quality assurance, program logic, and data processing.
Develop and deploy strategies, standards, methodologies, training materials, user procedures, and best practices for implementation, maintenance, and upgrades of applications.
Responds to requests for assistance with Public Safety Technology Payroll software and other related systems.
To be successful, the Applications Manager should have excellent database administration skills, troubleshooting skills, stay current with industry trends and should thrive in a team environment.
We are seeking an individual with: • Knowledge of information and communications systems and their architectures; payroll/scheduling software, computer servers, server operating systems, network technologies and architectures; server operations and management processes.
• Knowledge of public safety payroll/ scheduling practices.
• Knowledge of personal computers, mobile devices, and Public Safety Technology Systems.
• Proficient in use of current word processing and other publishing software (e.
g.
, Microsoft Office and Adobe Acrobat) to include creating and editing tables, presentations, and PDF files.
• Ability to create custom administrative and quantitative reports including but not limited to reports generated from CAD, Alpine, Orion, and other applications/databases for use by other Fire & Rescue Divisions, Governmental agencies, or the public.
• Ability to troubleshoot technical issues and assist system members.
IT generalist skills and previous IT support desk experience required.
• Ability to communicate complex ideas and plans effectively both verbally and in writing to non-technical staff.
This position is eligible for telework in accordance with the County’s Telework Policy on the completion of the probationary period.
Hiring salary commensurate with experience.
Minimum Qualifications Requires any combination of education and/or experience equivalent to a bachelor’s degree from an accredited college/university with a major in computer science, engineering, or related field in addition to two years of related professional experience.
Preferred Certifications and experience: SQL certification, Microsoft Power BI experience, Orion, Alpine, RedNMX, previous system integration experience, previous relational database experience including database, queries administration.
Job Contingencies and Special Requirements Selection process comprised of application review and background investigation, to include criminal record check, DMV and fingerprinting.
May require occasional stooping, bending, and/or light lifting.
