A mixture of mild detergent and water usually works well for this.

Fill these in with spackling compound or filler, and allow it to dry completely.
Sand down any rough spots or uneven areas to create a smooth surface for painting.
Priming
If you're painting over a dark color, newly plastered walls, or if the existing paint is in poor condition, priming may be necessary.
Apply a coat of primer evenly over the entire surface and allow it to dry completely before painting.
Gathering materials
Choose your paint color and type (latex or oil-based) based on your preference and the requirements of the room.

Applying the paint
