*JOB SUMMARY:* Responsibilities include the performance and oversight of the general accounting and financial functions for the Town of Emmitsburg, including classifying, recording and interpreting transactions and events of a financial nature; maintaining all general ledgers and related supporting subsidiary records for the Town’s various business funds and account groups, and supervising record keeping functions of accounts payables and miscellaneous receivables.
Additional responsibilities include the maintenance of all payroll records, including leave administration, and acting as direct administrative supervisor to assignedpersonnel.
*ESSENTIAL DUTIES AND RESPONSIBILITIES:* Oversight of and direct responsibility for all Town accounting functions to include: · Daily reconciliations/crosschecks of payments received and charges to customer accounts with corresponding general ledger accounts.
· Maintain record of daily bank activity with monthly cross checking as bank reconciliations are completed.
· Reconciliation of accounts payables and processing for payment.
· Works in conjunction with the Grants Administrator and Town Planner to communicate, track and record all Town grant activity.
· Coordinating month-end, quarterly and year-end closings, verifying that necessary adjusting entries are recorded in ledgers and reconciling critical balance sheet accounts.
· Overseeing and performing water/sewer/garbage billing functions to include: maintaining current database of customer accounts for radio read input, calculation of quarterly and annual bills, collection procedures for past due accounts, mid-cycle billings for property transfers and shutoffs, posting and proofing of daily deposits into accounting system.
· Responsible for maintenance of the charts of accounts for the Town’s various funds and account groups.
· Works with CPA and IT department to enhance financial standards, collaborating with the contracted audit firm to prepare year-end audit and accurate and timely financial statements, including note preparation.
· Assures that financial transactions are appropriately classified, spreading administrative allocation costs across town departments in the general ledger or through the subsidiary payable, receivable, or job cost systems, reclassifying any mis-charged transactions in a timely manner.
· Preparing annual budget document, communicating and following up with assigned departments or funds in a budget analyst capacity, to include the preparation of various ongoing schedules and backup documentation.
· Responsible for designing/streamlining/redesigning computer reports.
*ADMINISTRATIVE DUTIES INCLUDE:* · Administers payroll duties to include: monitoring E/ee withholdings to current insurance billings, weekly departmental distribution accounting of employee salary, benefits and tax deposits, monthly reconciliation and general ledger entry of consolidated payroll records, monthly computation of departmental distribution of benefit payments, periodic review of employee leave balances, reconciliation of accounting records with tax returns, quarterly reconciliation of employee retirement accounts, computation of qualifying Town matches and submission to administrator broker.
· Maintains all payroll records; leave administration; overtime and comp time records.
Schedules and coordinates all internal and external accounting training classes, seminars, etc.
Fields and responds to employee inquiries regarding deductions and taxation.
· Supervises personnel assigned to maintain the accounts payable and miscellaneous receivable systems.
Responsible for the training of personnel on financial software and accounting/budget procedures.
· Acts as administrative supervisor for all assigned personnel.
· Carries out other administrative functions as needed and directed by the Town Manager and the Mayor.
*KNOWLEDGE, SKILLS AND ABILITIES:* *Education/Work Experience: *Bachelors degree (advanced degree preferred) from an accredited college or university with Accounting or Finance focus, and five (5) years related accounting, budgeting, and fiscal administration experience.
Consideration given for comparable number of years combined education and related experience.
*Job Skills/Abilities:* – Knowledge of the accounting/financial functions in accordance with GAAP, knowledge of the principles and practices of governmental accounting is preferred – Working knowledge/ability to maintain a complex accrual general ledger and supporting records on a computerized accounting system.
– Working knowledge of financial statements and reports preparation, financial analysis.
– Advanced working knowledge in the use of documents database and spreadsheet applications is required.
– Strong computer skills/abilities; general knowledge of related computer software for word processing, report writing, spreadsheet functions and preparation.
– Staff supervisory experience preferred.
– Excellent proofreading, time management/follow-up, decision making, mathematical, memory/retention skills, and ability to research, analyze and problem solve.
– Excellent work ethic and ability to maintain confidentiality of Town matters, records, files.
– Excellent verbal/written communication and customer service skills.
– Willingness/ability to work hours before and after regular work schedule, weekends, holidays as needed in support of business demands.
*Physical Requirements:* – Ability to regularly sit, work, perform tasks manually and by computer for extended periods.
– This position requires a high degree of skill in problem-solving and decision-making; memory recall as it pertains to relaying details in an oral/written format, and in reading, writing, and speaking.

) Job Type: Full-time Pay: $75,274.
00 - $112,912.
